CHICAGO—Prosecutors dropped all 16 charges against actor Jussie Smollett, who was accused of staging a hate crime against himself. In exchange, Mr. Smollett agreed to surrender the bond he had paid.
“After reviewing all of the facts and circumstances of the case, including Mr. Smollet’s volunteer service in the community and agreement to forfeit his bond to the City of Chicago, we believe this outcome is a just disposition and appropriate resolution to this case,” the Cook County state’s attorney said in a statement.

I was fine with the charges being dropped. If you can’t make a case, don’t prosecute and waste taxpayer money. But if you are dropping charges for a fee that is wrong! Return the bond or prosecute.

Less cynical interpretation: the DA couldn't make the case but wouldn't give up without saving face. Smollett wanted the nightmare over with: the assault, the bad press, the criminal charges. $10k is a small price. There was no guilt.

Smollett entered into a nolo contendere which is a plea by which a defendant in a criminal prosecution accepts conviction as though a guilty plea had been entered but does not admit guilt.
However, a week ago, the Chicago Police union asked for the feds to investigate the Foxx actions in the Jussie Smollett case. SHE asked Eddie Johnson to turn the case over to the FBI. They must have smelled something wrong ....that they WEREN'T going to prosecute him.
Sounds like, once again, the privelaged can buy their way out of trouble. Meanwhile, regular folks in Chicago rot in jail.
