The county has been helping to renovate the men’s and women’s homeless shelters to improve conditions and provide semi-private living space, which they hope will make residents more comfortable and willing to use it. Current congregate living can be triggering to those with trauma or have been incarcerated, and shelters often come with stipulations, threats of theft or violence.“If you’re a couple with no kids, there isn’t a shelter for you in Cuyahoga County,” Haggerty said.
There are federal housing vouchers that can pay for apartment living, but the approval and inspection processes take so long and can be a deterrent, even for the shrinking number of landlords willing to accept them. Most of those housing options require a birth certificate, state ID and social security card, which many among the homeless population don’t have and can take months to secure. Some of the placements also require people to be unhoused for at least one year, leaving them to wait – literally outside – before they can be considered.
