What a bad study. Late July is two months ago - eons in this pandemic. Using dialysis patients as your sample group is ludicrous. It is a vulnerable group who are going to shelter more diligently, and probably a higher mortality group, so fewer survivors to have antibodies.
This statistic may in fact be accurate, but the study methodology - testing the blood of dialysis patients - does not reflect the demographics of the population at large. Dialysis patients likely self-isolated and were more risk averse.
