My grandparents were dirt poor w/ 10 children n 2 bedroom very small house, $ it was TIDY. If poor live in squalor then get them the training 2 teach them 2 clean their homes/apts Sweep up & find cheap means 2 rid the bugs Repeat til problem solved! Don't expect govt to fix all!
