Unlike other states, Texas lags behind in toll discount programs.Officials presented preliminary budget figures on Wednesday that they will use to plan funding for the next two years. None of the figures is set in stone.Dallas officials have begun working to close a $38 million funding gap in their 2024-25 budget, and one of their approaches includes asking every city department to show where they could cut 6% of their expenses.
“We’re going to have to make some cuts and tough decisions right now in order to balance the budget,” Atkins said.Tolbert began Wednesday’s briefing by emphasizing that the city was tackling the budget process differently than the past few years. There was also a recommendation to reduce overtime. For example, if the city’s investment in new technology services is effective at upgrading its accounting system, departments like the controller’s office could use more automation instead of manual processing. Ireland said the city is currently using overtime and temporary staffing to work the payment system.
The city can’t make the shift all at once, however. So it is planning to incrementally reach those contribution levels over time, according to Ireland. The city is proposing a five-year adjustment period, while police and firefighters are asking for a three-year-phase in.
