Following DC's Beast World event, Amanda Waller manipulated her way into the White House to control the Bureau of Sovereignty. Not only is she even more powerful, she's more untouchable than usual, culminating in a new event: Absolute Power. But Catwoman knows a thing or two about government facilities, suggesting she could be the DCU's best hope this coming summer.
Catwoman makes it clear in an inner monologue that no secret can truly stay a secret, nor are these facilities as state of the art as some agents would lead others to believe. Just by following a trail that can't be easily hidden from geography, she's able to find the "hastily built" government facility she needs as they're testing their spacecraft.
