This is laughable filler. Fine the parents for each offense--use the fines to provide opportunities to less advantaged students. Improve controls and oversight for admissions. Resource-based manipulation is infused into every aspect of society. How are you going to fix that?
This story needs some perspective 33 out of thousands of spaces is not an epidemic. What is appalling is the number who don't have a chance because of their socio economic situation and poor educational opportunities.
