Prohibition has ALWAYS been a disaster when it comes to: prostitution, gambling and drugs. Legalise and regulate. Animals enjoy drugs, you can't arrest your way out of it. They can be a fun and useful tool if used correctly. All tools can be used wrong. Get over it.
