Celebs shouldn’t need permission to use the photos if the photographers didn’t get permission to take them.
Because they frightened people?
The solution would be too employ your own photographer and use their images. If they happened to be similar to someone else's photos that would be ... unfortunate but purely a coincidence 🙂
It would be easy to change the law to say you don't need permission to share pictures of yourself on social media as long as you credit the photographer. But that you can't sell the photograph.

An interesting side effect. Clearly the authorship is the photographer, but it seems that the subject should have some rights in an unsolicited photo. Might help tone down the circus that is the paparazzi, too.
