“But it has to be safe and people have to follow the rules. We are working in anticipation of this potentially being a threat this summer. But I know we are deploying all available resources.”organized on TikTok, Facebook and Instagram that brought surging crowds to Shore towns, overwhelming local authorities and sometimes leaving chaos in their wake.

State law enforcement officials can step in when they observe law-breaking, but are limited in what they can do to prevent a gathering from happening altogether — authority that rests with the town, he said.
