Flores and his father, Antonio “Tony” Flores Jr., are accused of colluding with two former civilian government employees to rig janitorial and housekeeping contracts valued at more than $140 million for military healthcare facilities.
The Floreses are not named in court documents, but the Express-News identified them through other public records, archives obtained through an open-records request and law enforcement sources. Their lawyers also acknowledged they are in discussions with federal officials about their clients’ situations.
Neither the Floreses nor their janitorial services companies have been charged, but their homes in Shavano Park and San Antonio-area businesses were raided in August 2020 by criminal investigators from the Defense Department. Overall, the companies of the Floreses received three hospital housekeeping contracts worth more than $200 million from the Army Medical Command headquartered at Joint Base San Antonio-Fort Sam Houston, and the feds claim more than $140 million of that may be tainted.
Kelley was a civilian employee at Madigan Army Medical Center, part of Joint Base Lewis McChord in Washington state, from August 2008 to November 2018. Kelley served as the chief of environmental services at Madigan and was responsible for housekeeping, laundry, disposal of regulated medical waste, recycling and waste disposal.
