Alec Baldwin is being charged because he is the 'Producer' NOT as an actor. He carries the responsibility of 'making sure' all safety measures are carried out, which wasn't. The Armorer 'DID NOT' carry out 'safety' measures.

This is about to be embarrassing for them. Considering they could not show intent they likely won't get this charge either.
