Negan and Maggie have had a tense relationship throughout The Walking Dead's run, stemming from Negan's murder of Maggie's husband, Glenn, when he was the leader of the Saviors.

It's also possible that Negan and Maggie don't go to New York of their own accord. Given the far-reaching nature of The Walking Dead universe's largest group, the CRM, it's possible the pair are captured by the group - much like former protagonist Rick Grimes - and dropped in the Big Apple against their will. The duo would then be forced to work together in order to find a way back home to Virginia.
Due to their relationship not being on the best of terms, the duo would likely only team up in Dead City if there was a motivating factor for both of them to work together. Given the CRM's connectivity to the larger Walking Dead universe and their affinity for capturing people, a driving force behind Negan and Maggie's New York City adventure could be getting back the people they love the most.
This show seems determined to end with a shrug.
