Well they should have a capture and sterilization program to ensure fewer unwanted cats. Cats breed a number of times per year and can have 2-7 or more kittens per litter. A female cat can have 180 kittens or more in a lifetime.

From what I understand, black cats are considered fortunate in Japan. Why deny them entry?
