Policy-makers and experts in Canada's creative industries are now grappling with the thorny issue of what, precisely, makes a film or television program Canadian. The definition is at the heart of new legislation before Parliament that would require streaming services to feature a certain amount of Canadian content.

Under Canada's broadcasting laws, neither is considered to be a homegrown film.

Interested parties will have the opportunity to share their views during public proceedings after Rodriguez issues his policy direction, says the broadcast regulator. This could lead to less investment in co-productions or Canadian-led big budget films, and more time spent on small, cheaper Canadian productions that tick the right regulator's boxes, warns Michael Geist, Canada Research Chair in internet and e-commerce law at the University of Ottawa.

"It's important for Canadian producers to own the rights to their stories," the association said in a written statement. Marvel's "Deadpool," starring Canadian A-lister Ryan Reynolds, is based on a Canadian comic book character and was filmed in Vancouver. Canadian Paul Wernick co-wrote the screenplay. Yet Deadpool did not qualify as Canadian under the rules of the Canadian Audio-Visual Certification Office.

How about we just cut to the chase and eliminate the position of regulator. News Flash - We don’t care - give us our tax dollars back.

Personally I would think that the studio that produces the film must be Canadian owned and operated. If the film is produced by a foreign company, it’s a foreign film, even if the actors, writers, director, locations etc are all from Canada.

What does it matter? Sure CTV needs to whore itself to the Canadian Gestapo that is the CRTC but with Trudeau's forced viewing will only increase foreign sales of IP addresses.

Defining what is Canadian has never been an easy task. Does Umbrella Acadamy count? It had a lot of Canadians and was filmed mostly in Toronto and Hamilton.

Trick question? If you are sleeping within the first fifteen minutes, it’s Canadian!

Yup nothing like regulators getting in the way of things If we have a thriving film business maybe they need to keep their hands off. After all tons of jobs etc are at stake Just think after crtc controls TV broadcasting and how many new independent tv stations are their.
