It is possible for the magazine of the gun to be empty but still have a round in the chamber. If the weapon has just been closed but not cocked it is possible to go off 'half cocked' from an intermediate position. The gun should have been declared 'clear' which it wasn't...

When it comes to weapons of any sort. Never assume!
Weapon handling 101 - when a weapon changes hands or is collected it shall be checked safe (unloaded and empty chamber) prior to any further use or storage.
He had that right! One of the many reasons for having an armourer is to shift that responsibility from people who are all assumed to know absolutely nothing about gun handling and onto someone who is experienced in gun handling.

Hey Alec, if you pull the hammer back all the way back without cocking you will fire a bullet if loaded. This is not a good argument. You should NEVER trust anyone who hands you gun and says it is unloaded. You always check the gun first.

The first rule of firearm handling is NEVER assume the firearm is not loaded. Treated every firearm you handle as if it IS loaded.

If you are weapons trained you assume all weapons are loaded and can kill you. 'I assume a weapon is not loaded' is not a defence I am pretty sure the weapons rules that the SAG have state never point any weapon at someone.
Rule number 1: Treat a gun as if it is loaded at all times. Rule number 2: Remember rule 1.
