Victoria recorded another drop in COVID-19 case numbers as fully vaccinated residents enjoy a number of eased restrictions over the Melbourne Cup long weekend.

According to Saturday's data, more than 80 per cent of the over 16 population are fully vaccinated and 91.6 per cent have received at least one dose of the vaccine.

"The COVID response doesn't change. We have literally thousands of people out there today, we'll have them out there everyday, seven days a week, to do the testing, to do the vaccinations," Victorian COVID-19 commander Jeroen Weimar said. "I think for the vast majority of the public, people are now moving into a COVID normal situation... where we're not going to be riveted to the screen and to the online updates of these events in the same way we were."The border around Melbourne will be dropped meaning residents can travel anywhere in the state

Most indoor settings, including restaurants, pubs, gyms and hairdressers will open with no caps subject to a one person per 4sqm, if all staff and patrons are fully vaccinatedEntertainment and retail venues can re-open from 6pm
