98% of carbon emissions in 2015 were by countries other than Canada according to the Union of Concerned Scientists. China, USA, India & Russia together accounted for 54%.

Fun fact, Canada is responsible for 2% of the worlds emissions. If a carbon tax drops all emissions by 15%, which is a stretch, then that will reduce world wide impact be 0.3%. THATS HUGE!
