The root cause of this looting can be traced back to the governors who denied the hungry masses of what rightly belongs to them. If this palliatives were shared out as expected, we won't be talking of looting today.
It’s also a reflection of the negligence in state level. There has not been a proper reason as to why the palliatives were lying fallow in warehouses were people it’s meant for are languishing in hunger.
