Looks to me to me. The overhead power lines are supplying a fairly new housing estate. Shouldn't the power lines have been placed underground to supply these modern houses, during site development?

The tension in the lines was not correct, it should have been sufficient to keep them apart even in strong winds. I would suggest a broken isolator or some such the more likely cause.
