Once issued by the SC, the TRO would immediately stop the implementation of NTC’s CDO and allow ABS-CBN to resume its operations. But it said “this right is not threatened by the continued operation of ABS-CBN, as both the Houses of Congress have already expressed their intent and desire for ABS-CBN to continue its operation while the renewal of its legislative franchise is pending.”
